Adds definition of "inhalant" to Vehicle and Traffic Law to include substances listed in Public Health Law section 3380, excluding inhalation for medical or dental purposes

Expands prohibition on driving while ability impaired by drugs to include inhalants and any chemical, pharmaceutical, or other impairing substance that renders the driver incapable of operating a vehicle safely

Expands prohibition on driving while impaired by combined influence of drugs and/or alcohol to include inhalants and combinations with other chemical, pharmaceutical, or impairing substances

Adds affirmative defense to impaired driving charges if driver suffered allergic reaction or medical emergency rather than impairment, except for substances listed in Public Health Law sections 3306 and 3380

Includes hydrocarbon difluoroethane in the definition of hazardous inhalants and corrects spelling of "alkyl" in Public Health Law section 3380

Takes effect November 1 following enactment
