Requires the Commissioner of Agriculture to include five new reporting requirements in the quinquennial (every five years) report on farmers' markets in New York State, beginning January 1st of the fifth year after the initial 2007 report.

New reporting requirements include: the number, nature, and geographic locations of food deserts in the state; detailed demographic information and descriptions of food sources within food deserts; an assessment of successes, failures, and barriers to establishing farmers' markets in food deserts; and a list of available funding sources for expanding farmers' markets into food deserts.

Maintains existing reporting requirements on the number and location of farmers' markets, development proposals and projects, and effectiveness assessments of existing markets.

Changes recommendations language from "program improvement" to specifically "improvement of the farmers' markets program" to clarify the scope of recommendations.

Takes effect immediately upon enactment.
