Authorizes the Village of Sleepy Hollow to allow Jose Quinoy, a police officer employed there from August 10, 1998 through May 31, 2011, to participate in the special twenty year retirement plan under section 384-d of the Retirement and Social Security Law.

Allows Quinoy to receive full credit for his service with Sleepy Hollow in the twenty year retirement plan despite failing to file a timely application through no fault of his own.

Requires the Village of Sleepy Hollow to file a resolution with its local legislative body and certify that Quinoy did not bar himself from participation due to his own negligence.

Makes all employer past service costs associated with this retirement plan change the responsibility of the Village of Sleepy Hollow, with the option to amortize costs over a ten year period.

Takes effect immediately upon enactment.
