Amends Executive Law Section 552 to specify that the Justice Center's special prosecutor may investigate and prosecute abuse or neglect cases "in any state court in New York having appropriate jurisdiction" rather than without geographic limitation.

Authorizes the special prosecutor or assistants to appear in any state court with appropriate jurisdiction, including county court, supreme court, and grand juries, to manage and conduct criminal actions involving abuse or neglect of vulnerable persons.

Preserves district attorneys' concurrent authority to receive complaints, investigate, and prosecute abuse or neglect cases independently of the special prosecutor.

Effective immediately with retroactive application to June 30, 2013.
