Amends New York City Charter Section 196 to define "affected senator or assembly member" as the respective state senator or assembly member for land included in a plan or application subject to city regulation.

Requires the City Planning Commission to notify affected state senators and assembly members when giving advance notice of preliminary and final plans by public and private agencies relating to land use, development, or improvement.

Mandates that copies of requests for proposals, solicitations, and letters of intent regarding disposition of city-owned land be conveyed to affected state senators and assembly members along with community boards and borough presidents.

Requires the City Planning Commission to notify affected state senators and assembly members before adopting resolutions to amend the zoning resolution text.

Requires referral of zoning resolution applications to affected state senators and assembly members for public hearing and recommendation prior to commission action.
