Absentee ballots printed in Braille and large-print (18-point font or larger) shall be made available upon request by registered voters who are blind or visually impaired.

Voters requesting Braille or large-print absentee ballots must provide notice to the board of elections no less than 30 days prior to each election day.

The State Board of Elections shall promulgate rules for preparation, distribution, casting, and canvass of Braille and large-print absentee ballots, in consultation with at least three New York State disability advocacy organizations.

All printed Braille ballots must be proofread by a qualified Braille reader, with minimum qualifications established by the State Board of Elections.

The act takes effect December 1 following enactment, with authority for immediate rule-making to implement the requirements.
