Applicants filing variance and special permit applications with the Board of Standards and Appeals must notify all affected property owners within three business days using a prescribed form.

The notification form must include the applicable zoning resolution section, application number, applicant name, property owner name, street address/block/lot number, summary of the variance or special permit sought, and the relevant community board.

"Affected property owners" include owners and tenants of the subject property and owners of real property within a 400-foot radius, with variations for larger properties (200-foot radius) and single-family dwellings (200-foot radius from center).

For cooperatives and condominiums, all tenants must be notified through customary methods; for multi-tenant properties, notice must be posted in the lobby or distributed by management through standard notification procedures.

The act takes effect 30 days after becoming law.
