Establishes a lupus research enhancement program within the Department of Health to award grants to state academic medical institutions for basic and clinical research on lupus, including pathogenesis, biomarkers, diagnostic tests, and novel therapies.

Creates a 15-member lupus research advisory council comprised of individuals with lupus, nonprofit organization representatives, scientists, clinicians, and department representatives to review grant applications and make funding recommendations based on scientific merit.

Establishes the lupus research enhancement fund in the joint custody of the Commissioner of Taxation and Finance and the Comptroller to receive appropriations and donations for the program, with funds kept separate and expended only for lupus research grants and council expenses.

Requires the advisory council to submit annual reports to the legislature by December 31st detailing grant amounts, research subjects, findings, and recommendations regarding potential compensation from for-profit grantees if their research results in profitable products.

Takes effect immediately upon enactment.
