Amends the Agriculture and Markets Law to define "agricultural custom operator" as an operator hired by a farm operation to undertake essential farm activities, including planting or harvesting crops, spreading manure, and applying pesticides or fertilizers.

Includes agricultural custom operators within the definition of "farm operation" under the Agriculture and Markets Law.

Allows agricultural custom operators to request opinions from the commissioner regarding whether proposed local land use regulation changes would unreasonably restrict or regulate farm operations.

Takes effect immediately upon enactment.
