Requires a certificate from the labor commissioner to purchase, use, or store two or more components advertised and sold together with instructions to create devices designed for detonation or combustion.

Applicants must submit forms provided by the commissioner with required information and pay a fee of at least fifty dollars.

Certificates are valid for not less than one year from issuance and may be revoked or modified by the commissioner for changes in conditions or failure to pay required fees.

Prohibits sale or delivery of such component combinations to individuals under eighteen years of age and makes minors ineligible to obtain certificates under this section.

Commissioner may request assistance and information from any state or local government department, division, board, bureau, commission, or agency to carry out duties under this article.
