Authorizes the city of Buffalo to adopt a residential parking permit system by local law or ordinance in a specified area around Buffalo General Medical Park to address parking shortages, traffic hazards, congestion, and pollution.

Limits the permit system to 12 specific roadways in Buffalo, including Maple, Mulberry, Locust, Lemon, Orange, Peach, Grape, Rose, High, Carlton, Virginia, and North Streets, with defined boundaries between BFNC Drive, Michigan Avenue, and Rose Street.

Exempts commercial, office, and retail zoned properties from permit requirements and exempts vehicles registered as disabled (section 404-a vehicles) from permit requirements.

Requires at least 20 percent of parking spaces to remain available to nonresidents with short-term parking of at least 90 minutes, and directs all permit fees to the city of Buffalo's general fund.

Establishes a 730-day pilot program expiration period beginning from implementation, after which the authorization automatically expires and is repealed unless extended by further legislation.
