Requires the Department of Environmental Conservation to promulgate regulations by April 1, 2018 prohibiting the sale, offer for sale, or distribution of mercury-added rotational balancing products for rotating devices, clutches, flywheels, engines, fans, motors, pumps, crank shafts, and drive shafts when mercury-free alternatives are available.

Prohibits the use, sale, offer for sale, or distribution of wheel weights or motor vehicle wheel balancing products containing intentionally added mercury effective April 1, 2018.

Allows manufacturers to request waivers from mercury-added product prohibitions if they demonstrate no comparable non-mercury alternatives exist, the mercury product provides environmental or public health benefits, or other factors justify the use, with waivers valid for up to two years and renewable if conditions are met.

Requires waiver applicants to notify a regional multi-state clearinghouse of their request and describe systems for proper collection, transportation, and processing of mercury products at end of life.

Exempts mercury-added consumer products from prohibitions if their use is a federal requirement, and directs the department to develop informational materials on mercury dangers for distribution to antique dealers and resale establishments.
