Prohibits the sale, offer for sale, or purchase as scrap of street signs, historical markers, and government entity signs unless conducted by duly authorized government employees or agents.

Requires authorized government sellers to provide written evidence of authorization witnessed by the municipality clerk or secretary and bearing the government entity's raised seal, along with an itemized list of materials and the authorized agent's name.

Mandates junk dealers and scrap processors to copy the seller's government-issued identification and proof of authorization, execute a statement with driver's license and vehicle identification numbers, and retain records for two years.

Establishes violations as misdemeanors punishable by up to one year imprisonment and/or fines up to $1,000, with additional penalty of license forfeiture for junk dealers and scrap processors.

Exempts cities of the first class from these provisions and takes effect 30 days after enactment.
