Prohibits renewal of scaffolding permits for construction projects on New York City Housing Authority public housing developments unless the commissioner determines the scaffolding is part of an ongoing construction project.

Defines "ongoing construction project" as any project where construction workers utilize the scaffolding at least two days per week currently, or have utilized it at least two days per week at any point during the six months preceding a permit renewal request.

Requires the commissioner to promulgate rules and regulations necessary to implement these scaffolding permit renewal requirements.

Effective date is thirty days after the bill becomes law.
