Amends the definition of "Agency" in the New York City Charter to exclude the Queens Borough Public Library from the list of entities whose expenses are paid from the city treasury.

Adds executive directors and key library executive personnel of the Queens Borough Public Library to the definition of "public servant" in the Charter.

Takes effect immediately upon enactment.
