Amends chapter 19 of the laws of 2014 to make the National Popular Vote agreement provisions permanent by removing the sunset clause that was set to expire December 31, 2018.

Eliminates the condition that the law would automatically repeal if states cumulatively possessing a majority of electoral votes had not adopted the agreement by the December 31, 2018 deadline.

Requires the commissioner of the state board of elections to notify the legislative bill drafting commission when two or more states adopt the National Popular Vote agreement to maintain an accurate database of New York's election laws.

Takes effect immediately upon enactment.
