Expands the New York Jockey Injury Compensation Fund to optionally cover licensed employees of licensed trainers (including assistant trainers, foremen, watchmen, grooms, and hot-walkers) with gaming commission approval.

Allows the fund to secure workers' compensation insurance through self-insurance methods, including pursuant to subdivision three of section fifty of the workers' compensation law.

Extends workers' compensation coverage and employee status presumptions to licensed trainer employees, making them employees of both the fund and all licensed owners and trainers.

Amends the workers' compensation law to establish "licensed employees of licensed trainers" as a defined term and include them in provisions governing employer liability, notice requirements, and double compensation responsibilities.

Updates references from "racing and wagering board" to "gaming commission" throughout relevant sections of the workers' compensation law.
