Requires hotel owners in the Bronx to file notice with the City Planning Commission and community board before establishing, constructing, or locating a hotel with ten or more rooms.

Mandates submission of detailed plans including location, floor plans, architectural renderings, room count, and a financial viability plan demonstrating the hotel will not facilitate criminal activities such as prostitution, drug sales, or stolen property possession.

Requires the City Planning Commission to hold a public community forum between 45 and 90 days after notice is filed, with at least 20 days' advance notice to the community, in a location near the proposed hotel.

Grants the City Planning Commission 60 to 90 days after the forum to approve or deny authorization, evaluating the financial plan and whether the hotel will remain economically viable as a legitimate business.

Allows the City Planning Commission to revoke, rescind, or conditionally suspend hotel authorization if the hotel is demonstrated to have systematically condoned or allowed criminal activities on its premises.
