Restricts fund expenditures to cystic fibrosis research projects and education projects approved by the Department of Health, with the Commissioner of Health required to approve all vouchers for disbursement.

Requires the Comptroller to certify annual fund deposits to legislative leaders by February 1st, and the Commissioner of Health to submit an annual written report detailing fund disbursements, award recipients, and a financial plan.

Requires a $6,000 surety bond for plate design and production unless 200 or more advance orders with service charges are received; if fewer than 200 plates are sold within two years, the bond may be partially recovered.
