Extends expiration of provisions governing the New York City Board of Education and community school districts from June 30, 2015 to June 30, 2020.

Increases NYC Board of Education membership from 13 to 15 members by adding one appointee each from the City Comptroller and Public Advocate, and requires all members to serve fixed two-year terms instead of at-will.

Requires community boards to coordinate with Community Education Councils by providing meeting space, clerical support, annual school report cards, and help disseminating education information to parents and community organizations.

Aligns Community School District boundaries with Community Board boundaries and extends the redistricting advisory study group's deadline to November 1, 2016, with final adoption by February 1, 2017, effective July 1, 2018.

Allows students already attending public schools under pre-July 1, 2018 community district boundaries to continue attending those schools, and modifies the process for filling Community Education Council vacancies to give Borough Presidents greater role in appointing members with specific qualifications.
