Creates a "performance summary card" requirement for child care services in cities with populations of one million or more that are required to obtain operating permits from the local health code.

The department of health and mental hygiene must issue performance summary cards to all permitted child care services, updated and reissued at least once every twelve months.

Performance summary cards must summarize health and safety inspection results, recent violations, and suspensions, and may include additional information such as facility capacity, operating history, and comparisons to other providers in the same social services district.

Child care services must conspicuously post their most recently issued performance summary card at or near their entrance in accordance with department rules.

The act takes effect one year after becoming law, with authority for necessary rules and regulations to be completed immediately.
