Allows criminal cases against qualified veterans to be transferred from a local criminal court to a veterans treatment court in the same county or an adjoining county, upon motion by the defendant and with consent of the district attorney and receiving court.

Applies to cases involving informations, simplified informations, prosecutor's informations, misdemeanor complaints, and felony complaints pending in local criminal courts outside counties with a population of one million or more.

Removal orders take effect five days after issuance unless the receiving veterans treatment court accepts the case earlier or notifies it will not accept the case.

Directs the chief administrator of the courts to establish as many veterans treatment courts as practicable to fulfill the act's purposes.

Takes effect immediately upon enactment.
