Expands the definition of "long term care facilities" to explicitly include assisted living residences and facilities advertising assisted living services that are licensed or certified under state law.

Removes permanent coverage of managed long term care plans and enrollees from the ombudsman's definition of long term care facilities, effective December 31, 2017.

Requires the state ombudsman program to provide services designed for persons enrolled in managed long term care plans and to review complaints about marketing practices by such plans, within appropriated amounts.

Provisions regarding managed long term care ombudsman services expire on December 31, 2017, when the removal of these plans from the permanent definition becomes effective.

Takes effect immediately, except for the removal of managed long term care plans from the definition, which becomes effective December 31, 2017.
