Authorizes Kathleen M. Dalton, a New York state employees' retirement system member, to have maternity leave counted as benefits eligible service for retiree health insurance purposes.

Covers maternity leave taken from November 25, 1992 until February 11, 1993 for an employee who worked from April 16, 1987 until June 12, 1997.

Requires Dalton to file a written request with the department of civil service within 90 days of the act's effective date to claim this benefit.

Takes effect immediately and is deemed effective retroactively as of December 31, 2015.
