Expands eligibility for enriched social adult day services from elderly persons to all functionally impaired adults as defined in Elder Law Section 215.

Removes the "demonstration project" designation and establishes a permanent application process whereby eligible entities can apply for approval to offer enriched services, optional services, or both.

Requires the director to develop an application process that includes estimates of eligible participants to be served and a plan for safely providing services either directly or through licensed health care practitioners or home care providers.

Authorizes the director to make competitive grants to eligible entities for 100 percent of allowable expenditures for approved services and expenses, with consideration given to entities serving rural/urban/suburban and culturally diverse populations.

Changes the program evaluation deadline from January 30, 2011 to January 30, 2017, requiring assessment of institutional placement prevention, costs, participant satisfaction, and program quality.
