Extends the registration deadline for World Trade Center rescue, recovery, and cleanup operation participants from September 11, 2014 to September 11, 2018 for workers' compensation claims.

Allows workers' compensation claims by WTC participants whose disablement occurred between September 11, 2012 and September 11, 2015 to be filed by September 11, 2018 without being barred by time limits, and requires reconsideration of previously disallowed claims meeting these criteria.

Extends the deadline for public retirement system members to file written statements indicating their participation in WTC operations from September 11, 2014/2015 to September 11, 2018.

Provides that WTC-related disabilities and deaths are presumed to be accidental or in-the-job injuries for retirement system members who filed participation notices within the extended deadline.

Takes effect immediately and is retroactive to September 11, 2001, applying to all open and closed workers' compensation claims within its scope.
