Authorizes the professional conduct officer of the State Education Department to examine and obtain patient or client records during investigations and proceedings related to professional licensing and misconduct.

Requires that information obtained from patient or client records remain confidential unless express consent is obtained, and restricts disclosure to only what is necessary for the Department's proper function.

Prohibits the Department from disclosing the name of any patient or client at any stage of proceedings unless the patient or client expressly consents.

Prevents any use or dissemination of information from such records by any person unless authorized by valid court order or other law.

Takes effect immediately upon enactment.
