Requires the New York Department of Motor Vehicles to issue only driver's licenses compliant with the federal Real ID Act of 2005 (Public Law 109-13) starting 120 days after the bill becomes law.

Mandates the DMV reissue compliant licenses to current valid licensees with non-compliant licenses upon submission and verification of proper documentation, at no charge to the applicant.

Requires the DMV to submit annual reports to the Governor and Legislature by December 1st detailing additional state costs from Real ID Act compliance to request federal reimbursement.

Directs the Commissioner to review all applicable federal laws and regulations concerning driver's licenses and vehicle registrations, reporting annually by December 1st on New York's compliance status and identifying any areas of non-compliance with reasons.

Effective immediately, the DMV must begin promulgating rules and regulations to implement these provisions.
