Amends the definition of "telehealth" in Public Health Law to clarify it includes telemedicine, store and forward technology, and remote patient monitoring, while excluding audio-only telephone, facsimile, and electronic messaging alone.

Requires that home care services delivered via telehealth be provided solely by providers licensed, certified, or exempt under Article 36 of the Public Health Law.

Prohibits insurers from excluding telehealth services from coverage if the same service is otherwise covered, though insurers may impose copayments, coinsurance, and deductibles at least as favorable as in-person services.

Specifies that remote patient monitoring via telehealth delivered by home care agencies shall not count as a "visit" under any visit number limitations in insurance policies.

Applies these requirements to all insurance coverage types including traditional health insurance, health maintenance organizations, and long-term care plans.
