Authorizes the New York City Parks and Recreation Commissioner to enter into an agreement with Kids' Powerhouse Discovery Center Limited Liability Corporation to operate the Bronx Children's Museum on the second floor of Building J in Mill Pond Park, Bronx.

Permits signage identifying the museum within the park facility.

Requires the City of New York to dedicate funds equal to or greater than the fair market value of the parkland used for the museum toward acquiring additional parklands and/or capital improvements to park and recreational facilities within the Bronx.

Designates approximately 12,500 square feet of the second floor of Building J as the authorized parkland for the museum operation.
