Authorizes seven New York City agencies to use design-build contracts for public works projects undertaken under project labor agreements, bypassing certain existing contracting requirements.

Requires contractors to be selected based on "best value" criteria including quality, cost, efficiency, past performance, qualifications, financial capability, and compliance with minority and women-owned business enterprise requirements.

Permits authorized entities to use cost-plus guaranteed maximum price contracts or lump sum contracts for design-build projects, with provisions for monitoring costs and detailed line item breakdowns.

Requires all contracts to comply with prevailing wage laws, project labor agreements, environmental conservation laws, and professional licensing requirements for regulated services.

Expires and is repealed five years after enactment, though projects with requests for proposals issued before repeal may continue under the act.
