Authorizes the New York commissioner of general services to transfer two parcels of land from the St. Lawrence Psychiatric Center to the city of Ogdensburg for fair market value.

Parcel B consists of 50 acres for residential development along the Saint Lawrence River, including nine specified buildings but excluding five others.

Parcel A-3 consists of 6.4 acres for commercial development and includes three specified buildings.

Requires any residential development on Parcel B to include at least 15 percent of rental units for office of mental health recipients needing supported housing, coordinated through a memorandum of understanding between the city and the state.

City of Ogdensburg must apply for the conveyance within one year of the act's effective date and submit an accurate survey of the parcels for approval before transfer.
