Requires mental health and substance abuse disorder service facilities operating under Mental Hygiene Law Articles 31 and 32 to use standard billing codes approved by the Department of Health or a nationally accredited organization for medical assistance claims submitted to insurers, including Medicaid managed care plans.

Mandates that all claims for mental health or substance abuse disorder services submitted under medical assistance program contracts or agreements with insurers must be paid via electronic funds transfer.

Applies universal coding and electronic payment requirements to Medicaid managed care plans and insurers certified under the Public Health Law.

Takes effect on January 1 of the year following enactment, with authority granted to adopt necessary rules and regulations immediately upon passage.
