Amends Elder Law section 215 to require the director to promulgate rules and regulations for all social adult day care programs regardless of funding source (public or private)

Establishes that when multiple state agencies have overlapping regulatory authority over a program, the rules and regulations of the other state agency shall take precedence over the director's rules

Requires the director to establish a method for programs affected by duplicative rules and regulations to notify the office of such duplication

Takes effect on the same date as companion bills S.3923 and A.5352 relating to social adult day care program regulations
