Authorizes the Department of Environmental Conservation to grant an easement for electric collection or distribution lines through Boutwell Hill state forest in Chautauqua County to support a wind-powered electric generation project in the towns of Charlotte and/or Cherry Creek.

Limits the easement to property within 50 feet of centerlines of Housington Road, Mill Creek Road, Boutwell Hill Road, and East Road, with a maximum total distance of 1.4 miles and restricted tree cutting to minimize environmental impact.

Requires Everpower to pay fair market value plus 20 percent of the easement value plus $100,000, with all compensation used to acquire open space conservation property in Department of Environmental Conservation Region 9.

Conditions the easement grant on acquisition of an exchange parcel by the state and issuance of certificates of environmental compatibility and public need under Public Service Law Articles 7 and 10.

Easement terminates automatically if the wind generation project ceases operation for 18 months, with the land reverting to state forest management; the authorization expires five years after enactment.
