Establishes the "New Yorkers Combating Alien Recidivism and Ending Sanctuary Act" (NY Cares Act) to address compliance with federal immigration enforcement.

Requires the state to develop a plan ensuring all counties, cities, towns, villages, and their agencies comply with federal immigration enforcement requirements under General Municipal Law Section 139-e.

Prohibits local governments, including sheriff's departments, municipal police departments, and district attorney's offices, from taking action to prevent enforcement of federal immigration laws.

Applies restrictions to all county, city, town, and village agencies, offices, departments, and authorities in accordance with New York constitutional provisions.
