Adds examination of tinted or shaded windows to the mandatory safety inspection checklist for motor vehicles under New York Vehicle and Traffic Law Section 301

Requires inspection of any window with light transmittance of less than 70 percent, as defined in Vehicle and Traffic Law Section 375

Takes effect on January 1st following the date the bill becomes law

Authorizes the Commissioner of Motor Vehicles to promulgate rules and regulations necessary to implement the inspection requirement before the effective date
