Increases the threshold for removing commercial vehicles and passenger transportation vehicles for unpaid parking violation judgments from $350 to $100, requiring judgments to exceed $100 before removal is permitted.

Establishes a separate threshold of $350 for removal of all other motor vehicles (non-commercial, non-passenger transportation) for unpaid parking violation judgments.

Clarifies that the removal restrictions do not prevent towing of vehicles that are illegally parked, stopped, or standing for other violations.

Takes effect on the sixtieth day after becoming law.
