Requires all coroners and coroner's deputies in New York to attend and successfully complete state-approved courses in medical-legal investigation.

Makes coroners and coroner's deputies responsible for paying course costs, though counties may choose to reimburse all or part of the expenses.

Directs the Department of State to prescribe, certify, and credit courses in consultation with the Division of Criminal Justice Services, Commissioner of Health, Superintendent of State Police, Commissioner of Education, and professional groups including the New York State Association of County Coroners and Medical Examiners.

Authorizes the Department of State to establish rules specifying the frequency and duration of required course completion and may require higher training levels for newly elected or appointed coroners and deputies.

Takes effect 180 days after enactment, with the Secretary of State authorized to promulgate implementing rules before the effective date.
