Increases the registration period for level one sex offenders from 20 years to 30 years from the initial date of registration.

Updates the notification requirement to inform sex offenders whose registration would expire before March 31, 2017 of their continuing duty to register and verify.

Clarifies that courts must make determinations regarding sex offenders' notification levels and registration duration requirements, even if unable to do so before the offender's discharge or release.

Amends Correction Law sections 168-b, 168-h, and 168-l to implement the 30-year registration requirement.

Takes effect immediately upon enactment.
