Repeals former section 3.17 of the arts and cultural affairs law and establishes a new Edward Hopper citation of merit for distinguished New York visual artists making significant contributions to the arts in the state.

Governor presents the citation upon recommendation of an advisory panel appointed by the council on the arts, which includes visual artists and art experts, plus the council director and artistic director of the Edward Hopper house.

Citation carries an honorarium of $5,000 and requires the recipient to promote visual arts and hold two public showings within the state, with one exhibition at the Edward Hopper house art center in Nyack.

Each gallery hosting the required exhibitions receives reimbursement for administrative fees not to exceed $2,500.

First award occurs in 2016 and continues at the discretion of the council on the arts; act takes effect immediately.
