Amends General City Law Section 36, Subdivision 3 to modify requirements for issuing certificates of occupancy for one or two-family residential dwellings on unmapped streets in New York City

Requires that dwellings seeking certificates of occupancy "are otherwise in compliance with all applicable laws" before issuance without Board of Standards and Appeals review

Allows certificate issuance when Corporation Counsel determines the public way has been open and in use for at least 10 years with proper documentation, the street is suitably improved per Department of Transportation standards, and the building has an automatic fire sprinkler system

Permits certificate issuance when the Department of Buildings determines the dwelling is located within the same block and fronts on the same unmapped street as other comparable residential dwellings
