Expands burial assistance eligibility from "indigent veterans" to all veterans who die with insufficient funds for funeral and burial expenses and have no next of kin or designated person to control disposition.

Authorizes counties and New York City to request congressionally chartered veterans' organizations to provide funeral and burial services, including casket, funeral director services, grave site, and military funeral service.

Requires counties and the city to distribute burial service requests among multiple congressionally chartered veterans' organizations within their jurisdiction to fairly and equitably share costs.

Mandates state reimbursement to congressionally chartered veterans' organizations for funeral and burial service expenses incurred on behalf of eligible veterans.
