Amends Public Health Law section 2805-i to require hospitals to report quarterly to the Department of Health on the disposition and transfer of sexual offense evidence kits, including details on transfers to law enforcement or forensic laboratories and transfer dates.

Requires all sexual offense evidence kits surrendered to police agencies to be submitted to an accredited forensic laboratory within 10 days of receipt and results reported within 90 days.

Mandates police agencies to submit previously uncollected evidence kits to forensic laboratories within 180 days of the bill's effective date, with CODIS-eligible DNA profiles developed within 120 days of receipt.

Requires police agencies to report quarterly to the Division of Criminal Justice Services on all sexual offense evidence kits in their possession, including dates received, transmitted to laboratories, and when results were reported.

Directs the Division to coordinate with State Police and municipal police agencies to develop a secure transport system for moving evidence kits to and from laboratories on a regularly scheduled basis to reduce costs and duplication.
