Requires state agencies to evaluate the potential impact of proposed and emergency rules on jobs and employment opportunities before adoption.

Mandates agencies issue job impact statements for rules with substantial adverse impacts, including information on affected job categories, numbers of jobs affected, regional disparities, and mitigation measures.

Allows the commissioners of labor and economic development to issue statements of concurrence requiring additional evaluation when they determine a rule needs further job impact analysis, with agencies having up to 90 days to comply before adoption.

Expands the definition of "impact on jobs" to include significant changes in employment status, wage levels, hours, and duration of employment, and expands "substantial adverse impact" to include net reductions in average wages and employment security.

Requires agencies to make available the methodology and data used to prepare job impact statements and applies these requirements to all rule types except those proposed by the state comptroller or attorney general.
