Amends Vehicle and Traffic Law Section 1643 to allow the village of Roslyn Estates in Nassau County to establish speed limits as low as 25 miles per hour within the village.

Current state law requires all municipal speed limits to be at least 30 miles per hour, with an exception for Long Beach allowing 15 miles per hour on specified avenues.

Adds Roslyn Estates as a second exception to the 30 miles per hour minimum, permitting a 25 miles per hour minimum speed limit throughout the village.

Applies to highways and private roads open to public motor vehicle traffic within Roslyn Estates, similar to existing provisions for other municipalities.
