Amends the state administrative procedure act to require that if a new rule imposes an administrative burden on a business, one or more existing rules must be amended or repealed to offset that burden.

Requires notices of proposed rulemaking (except for consensus rules) to identify which existing rules will be amended or repealed to offset the cost of any new administrative burden on businesses.

Takes effect immediately and applies to all notices of proposed rulemaking submitted on or after the effective date.
