Amends Education Law Section 204 to revise notice requirements for Board of Regents meetings, changing from 10 days' notice to 7 days' public notice in advance of regular meetings.

Requires notice of time, place, and agenda be distributed via the Board's official internet website and by U.S. postal service to all regents at their usual addresses.

Extends notice requirements to all Board committees, subcommittees, task forces, and other subgroups, allowing flexible distribution methods (postal service or electronic means) for subgroup meetings as determined by each subgroup.

Mandates that agendas for regular public meetings include a list of all items with descriptions and be posted at least 3 days in advance, with exception for health or public safety emergencies allowing shorter notice.

Removes provisions allowing the chancellor, commissioner of education, or five regents to call special meetings and eliminates the automatic resignation rule for regents absent from three consecutive meetings without satisfactory excuse.
