Amends Education Law Section 810 to replace "Conservation day" with "Earth day" as the annually observed environmental education observance in New York public schools.

Removes the requirement that Earth day be observed on the last Friday in April (or May 3rd in 1978) and instead requires annual observation at the discretion of school authorities.

Eliminates mandatory specific exercises regarding tree planting, protection, and preservation, as well as lectures and tours about fish, wildlife, soil, and water resources.

Requires public school authorities to encourage instruction on the earth's natural environment as they deem appropriate, rather than following a prescribed course of exercises set by the Commissioner of Education.

Takes effect immediately upon enactment.
