Amends Environmental Conservation Law Section 24-0701 to clarify that farmers and landowners conducting selective timber cutting are exempt from permit requirements for regulated activities.

Excludes temporary skidder trails and machinery used in timber removal from regulated activities when current best management practices defined by the United States Department of Agriculture Forest Services are followed.

Maintains existing exemptions for agricultural activities including grazing, watering livestock, harvesting natural wetland products, and draining land for agricultural purposes.

Takes effect immediately upon enactment.
